Urban Design Overlay Seen as Step Toward Balancing Growth and Preservation

NASHVILLE, Tenn. (Aug. 4, 2025) — Metro Council will hold a public hearing during Tuesday night’s Metro Nashville Council meeting on a proposed Urban Design Overlay (UDO) and re-zoning for The Nations neighborhood in West Nashville. The proposal, now up for second reading, is intended to establish updated building and design standards that would improve housing quality and increase residential density.

The plan, introduced by Councilmember Rollin Horton, seeks to expand housing options and encourage the redevelopment of underutilized industrial land, all while preserving the unique character of the neighborhood.

“As communities across Middle Tennessee and the nation continue to face housing affordability and supply challenges, thoughtful planning tools like this UDO can play a role in addressing those concerns while respecting neighborhood identity,” said Collyn Wainwright, president of Greater Nashville REALTORS®. “Approaches that aim to balance growth with character are important as we work toward a better future for all Nashvillians.”
